OVERVIEW
The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. The area provides a wide array of outdoor amenities and activities with miles of hiking and biking trails, national parks, two lakes, and the Sacramento River. The main campus is located in the city of Redding, population 90,000. DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
The Executive Director of Information Services and Technology collaborates with campus members to lead the District's Information Systems and Technology Support Department. They set long-term goals, policies, and procedures, and oversee technology initiatives that support the District's mission. The Executive Director ensures the department runs smoothly and effectively, keeping an eye on new technologies and trends to improve the District's operations. They build strong relationships with faculty, academic deans, administrators, staff, students, and community stakeholders. The Executive Director is responsible for hiring, training, scheduling, supervising, and evaluating staff, including managers and supervisors. They also manage the department's budget, ensuring resources are allocated efficiently. Additionally, the Executive Director develops and implements strategies to enhance the department's services and support. They ensure compliance with relevant laws, regulations, policies, and procedures. This role operates within a framework of laws, regulations, policies, and procedures and is an administrative, overtime-exempt position.


CLASSIFICATION: Range 50 on the Administrative Confidential Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00p.m., Monday through Friday. This is a classified administrator position with a default CalPERS retirement.

Typical Duties, Knowledge and Ability

Essential Functions:

  • Plans, directs, coordinates, implements, supervises, promotes, and administers the District-wide infrastructure of information service and technology applications in support of all district functions and to enhance the success of the District's diverse student communities.
  • Leads development, coordination, evaluation, revision, implementation, and support of District policies and procedures for the Department to accomplish established goals and priorities and successfully serve the needs of the District's diverse student communities.
  • Oversees development and administration of the Department's budgets and monitors expenditures.
  • Ensures department compliance with federal, state, and local regulations and District policies and procedures.
  • Leads short and long-term strategic planning for the Department including assessing current operational status, internal strengths and weaknesses, and external threats and opportunities and developing and proposing action plans for improvements.
  • Directs and supervises the work of others; reviews, approves, and conducts performance appraisals; directs and participates in the selection, training, and development of staff; administers employment contracts; orients and informs staff of District policies and departmental operating procedures.
  • Plans, organizes, evaluates, and revises the Department's policies and procedures and ensures District data reporting is accurate and timely.
  • Works collaboratively and cooperatively with District faculty, staff and administrators in a variety of operational contexts to understand network/computing infrastructure and technology service needs.
  • Supports diverse student communities to enhance their learning experience through appropriate and effective technology solutions regardless of physical location.
  • Reviews any technology contracts prior to final approval. Recommends edits and updates as needed.
  • Assesses Technology Project Requests and makes recommendations working collaboratively.
  • Supports third party consulting projects and approves any third party access granted.
  • Submits annual area planning initiatives in support of the Districts Educational Master Plan and Strategic Plan.
  • Reviews, plans and directs work in Software Applications, Reporting, Programming, Customer Service, Cybersecurity, Network Infrastructure (On Premise and Cloud), Technology Equipment and Hardware, Technology Purchasing, Asset Inventory, Project Management, and Staff Development.
  • Creates and maintains an Technology incident response and disaster recovery plan. Trains staff and shares as appropriate.
  • Establishes, leads, and models a "consumer-centric" approach to providing technology services to the District's diverse stakeholder communities and builds a culture of high value customer service.
  • Increases productivity, effectiveness, and equity by promoting a culture of continuous improvement, managing positive organizational change, and incorporating new technology solutions using assessment of best practices and feedback from internal users and external stakeholders.
  • Researches, obtains, and maintains grants and other funding sources for technology systems and services.
  • Leads, manages and supervises the entire Information Services and Technology Support department.
  • Reviews and stays up to date on the latest cybersecurity requirements and ensures the District remains in compliance.
  • Ensures the District complies with all federal and state compliance and legal obligations including but not limited to: FERPA, CCPA, HIPPA, PCI-DSS, NIST, GDPR, and GLBA
  • May be required to present Technology Updates at Board Meetings and other constituent committees, internal and external.
  • Leads ongoing staff development to maintain up-to-date technical expertise and attract, develop, and retain highly qualified and performing staff.
  • Serves on and participates in a variety of internal and external committees and organizations, at the local, regional, and state-wide levels. Represents the District at related state-wide policy meetings and conferences. Maintains active participation and membership on local and State-wide boards as a representative of the District.
  • Reviews other department's annual area plan initiatives, makes recommendations for changes and/or plans for support to implement.
  • Chair's the Technology Planning Committee and contributes to the Technology Strategic Plan.
  • Serves as the acting CISO for the District.
  • Communicates effectively with all stakeholders, to provide updates on hardware initiatives and updates.
  • Performs related duties similar to the above in scope and function as required.
Knowledge of:
  • Principles and practices of community college operations and programs.
  • Principles and practices of administration, leadership, and supervision, including planning, organizing, assigning and reviewing work, performance appraisals, discipline, and employee selection and development.
  • Current and emerging information technologies and delivery methods.
  • Applicable technology hardware, software, operating systems, applications, and user platforms.
  • Laws, codes, and regulations impacting technology implementation and support within a California community college.
  • Budget preparation and administration procedures.
  • Student and staff equity issues.
  • Diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
Ability to:

Experience/Education

Education Required:

  • A Bachelor's Degree in computer science, Management Information Systems, Engineering, Technology, Business Administration, Public Administration, Educational Administration and/or a combination of training, education and experience equivalent.
Experience Required:
  • Three years of progressively responsible experience in the administration and management of a program, department, or other professional business unit.
  • Two years of successful experience supervising, directing, and evaluating the work of direct report employees.
  • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.

New Administrative Appointments will be placed at the step 1 on the Administrative Salary Schedule and will graduate to the next step on July 1st of the following year if they have rendered 5 months of satisfactory service, with subsequent steps annually thereafter to a maximum fifth step.

Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
