Job Summary:
Eastern Washington University is seeking a Technology and Public Works Contract Administrator. This position reports to the Director of Procurement & Contracts.
- The successful candidate will be responsible for managing procurement of all of EWUs information technology (preparing and managing formal and informal solicitations, analyzing bids, negotiating agreements, addressing contract issues, and monitoring vendor contract compliance) in collaboration with the department of Information Technology. This includes IT software and hardware purchases. The candidate must review all IT procurement contracts to ensure data security, data privacy, and accessibility standards are adequately covered.
- The candidate will also prepare complex design consultant agreements, construction contracts, and interagency agreements for public works and energy conservation projects in collaboration with the department of Facilities & Planning. They will lead the competitive bidding process including preparing and posting bids, coordinating pre-bid meetings and openings, and performing administrative tasks associated with public works and consultant agreements.
- The position will also assist with other bidding and contract-related tasks for EWU, as well as developing policies and procedures for procurement and public work processes.
- The salary for this position is $91,284 up to $105,000. Where the hired candidate will begin within this range is dependent on education, experience, and skills. Required Qualifications:
- Masters degree and two years of relevant experience in IT contract review, public works contracting, or contract management in higher education.
- A juris doctorate may substitute for the required experience.
- Knowledge of and understanding of contract terms and conditions.
- Ability to manage a complicated workload, set priorities, communicate consistently with campus constituents, and meet required deadlines.
- Strong analytical skills for problem resolution and complex contract analysis
- Demonstrated interest, ability and/or experience promoting supplier diversity.
- Demonstrated interest, ability and/or experience promoting cultural competency, universal accessibility, and/or diversity.
Preferred Qualifications:
- A juris doctorate, licensed attorney, or masters from an accredited institution in business, privacy, data management, or similar field.
- Experience with public works bidding and contract administration.
Other Skills and Abilities:
- Superior communication and public speaking skills (including the ability to communicate complex issues verbally and in writing to university community members and the general public).
- Demonstrated ability to maintain confidential information.
- Strong organizational and research skills. Ability to pay close attention to detail for sustained periods of time.
Job Duties:
Technology Contracts- Procurement, Monitoring & Compliance: 40%
- Manages procurement of all of EWUs information technology (preparing and managing formal and informal solicitations, analyzing bids, negotiating agreements, addressing contract issues, and monitoring vendor contract compliance) in collaboration with the department of Information Technology. This includes IT software and hardware purchases.
- Serve as a liaison between Procurement & Contracts and other university departments to ensure emerging technology contract and agreement requests are identified, appropriate documentation included, prioritized, reviewed, and resolved in a thorough and timely manner.
- Review all IT procurement contracts to ensure all legal protections and terms and conditions are included and meet EWU and state requirements.
- Ensure IT security, data privacy, and processes for handling data breaches are included in EWU IT contracts and agreements.
- Work to ensure all IT and accessibility standards are met by partnering with EWUs IT department and the ADA/Section 504 Coordinator. Work with vendors to resolve concerns about technology accessibility requirements and compliance.
- Provide regular reports to university leadership and regulatory agencies on EWUs software agreements.
Public Works Contract Administration: 20%
- Prepares complex design consultant agreements/amendments, construction contracts/change orders, and interagency agreements for capital and energy conservation projects. Leads the competitive bid process including preparing and posting bids, coordinating pre-bid meetings and bid openings, prepare determination of responsiveness, and assist with protest resolution.
- Performing a variety of complex contract administration duties for the universitys Facilities & Planning department. Oversees regular monthly audits of contract compliance during a contract and closeout actions upon contract completion.
- Reviews and maintains small works roster and consultant rosters.
Supervision: 10%
- May supervise Contract Specialist II positions or student employee positions. This includes providing adequate training and oversight to ensure staff members are providing good customer service to campus, following state and federal procurement laws, and properly processing and documenting actions in university systems.
- Ensure all staff members create and maintain appropriation documentation of the solicitation and purchasing processes.
Other Contractual Agreements: 20%
- Assist with other solicitations and contract reviews.
- Assist in responding to public records requests related to EWUs contracts.
- Other duties as assigned.
Policy Development: 10%
- Develop policies and procedures for procurement and public works processes.
Conditions of Employment:
- During the course of university employment this position will be involved in the receipt of, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.
